The only definitive statement is the legal description on the deed and your current survey

Typically the city retains title to perhaps 10 to 20 ft from the street. You still have to maintain it (cut the grass) and you can use it. However, the city may widen the street, install / remove pipes and cables in this area without your consent or payment to you.
Yes. It is common that you don’t own to the street.

You should have a house location survey done. The best couple hundred bucks you can spend.
