    It could be 2 things:

    1) You might mean the loan disbursements. For example a mortgage is a form of long term debt. The money that is given to me by the bank in the form of a loan is the proceeds. Therefore “proceeds from long term debt” are loan disbursements given to the debtor.

    2) OR, from the other side. It could be the loan payments that the lender is recieving from the debtor. Using the same example as above. The debtor will pay back the mortgage lender, usually in installments. The money the bank gets back after making its loan to the debtor are the “proceeds from long term debt.”

    So I think your answer depends on the context of the phrase.
