Absolutely not. A mortgage is a re-payment of a loan.

A mortgage is a loan payment where you repay the money you borrowed for the purchase of the home.

A utility is a service provided to your home, such as water, sewer, electricity, gas, garbage pick up, etc.

Thus a utility bill is a bill where you pay for a utility.

If someone is asking for a utility bill as a way to verify your address, a mortgage payment will not typically work. Its quite common for somoene to own investment real estate and have mortgages on properties other than where they live, in which case the address of the property that the mortgage is on is not the address that it is mailed to.
