    It would be a whole heck of a lot cheaper to not allow homes to be built in flood plains.

    Edit: Not build houses on flood plains? Are you aware that about 7 percent, or 178 million acres, of all U.S. land is floodplain, and, of course, the percentages are much higher along the coasts and major rivers, where most of the larger cities are located.

    Shall we just move those cities?
