How far away from Federal buildings, or property do you have to be to take pictures, or videotape?

I know that outside federal buildings, or even off federal property (ie: across the street from the building on the sidewalk), there have been issues about people being detained or questioned by authorities, or even Law Enforcement for photographing federal buildings, even from public property. I don’t know what the rules are. What even gives security guards in federal buildings the right to enforce photography restrictions off federal property? How far way from the property do you have to be?

I live in California.Can my landlord come in my house with insurance guy and take pictures?

I have lived here for 2 years. I dont have a problem with the checking of there home.I want to know what is the picture deal ? Please if someone can answer that.
