Why did’nt the officials in washington put in the flood antedote?

All mayors county commissioners recieved a flood antidote in spring of 2005 from tacoma to Hamilton and Hamilton and concrete I faxed them.The others got it by mail,why did’nt you use them. Montana’s gov. said the people have ins.
